A3 President Jeff Burnstein Testifies on Advanced Robotics at U.S. House Subcommittee

Jeff Burnstein, president of the Association for Advancing Automation (A3), spoke before the U.S. House Energy and Commerce Committee’s subcommittee on commerce, manufacturing and trade on September 14, highlighting how advanced robotics are reshaping the economy and commerce.

Burnstein addressed the subcommittee, stating, “I welcome the chance to represent A3 members before this congressional body. The robotics and automation industry has a compelling story to tell. Our members—spanning the Robotics Industry Association (RIA), the Association of International Automobile Manufacturers (AIA), and the Manufacturing, Commerce and Manufacturing Association (MCMA)—are disrupting industries across the United States and worldwide. I look forward to sharing these successes with the committee.”

The “Disrupter Series: Advanced Robotics” hearing explored how cutting‑edge technology modernizes the economy, enhances safety, boosts efficiency, and expands trade opportunities. It also examined how voice‑activated commands, facial‑recognition systems, and autonomous surgical robots are changing everyday work—from scheduling meetings to performing complex medical procedures for veterans.

Chairman Michael C. Burgess (R‑TX) emphasized, “Advanced robotics has been a game‑changer for the U.S. economy. Whether on farms, in factories, or in boardrooms, these technologies reduce costs, increase safety, and unlock new possibilities for businesses and consumers.” He added that the upcoming panel will discuss the economic benefits and necessary consumer protections.

Full Committee Chairman Fred Upton (R‑MI) noted, “We’ve come a long way since ‘Mr. Roboto’ topped the charts. Advanced robotics is disrupting the global economy, opening doors for students in Southwest Michigan and beyond to engage in STEM programs that teach teamwork, engineering, and technology. This hearing will explore how robotics can create business opportunities, improve commerce, and enhance quality of life for Americans with disabilities and chronic illnesses.”

The subcommittee’s Disrupter Series offers lawmakers a deeper understanding of how federal policies can support or hinder emerging technologies. It has already influenced the drafting of forward‑looking legislation that prioritizes innovation in the 21st century. The hearing builds on prior discussions covering mobile health apps, the Internet of Things, the sharing economy, drones, mobile payments, 3‑D printing, and digital currency.
