Elon Musk Urges Governments to Proactively Regulate AI Before General-Purpose Systems Arrive
Tesla and SpaceX CEO Elon Musk, also founder of the nonprofit AI research firm OpenAI, urged governments to adopt proactive regulations for artificial intelligence before it reaches a general‑purpose stage.
During the National Governors Association Summer Meeting, Musk reiterated that AI represents an existential threat to humanity, drawing on his firsthand experience with cutting‑edge AI technologies.

“I have exposure to the most cutting‑edge AI, and I think people should be really concerned about it,” Musk said. “I keep sounding the alarm bell, but until people see robots going down to the street killing people they don’t know how to react, because it seems so ethereal.”
He emphasized that AI requires proactive, not reactive, regulation. “By the time we are reactive in regulation, it’s too late,” Musk warned.
While Musk’s concerns target general‑purpose AI—systems capable of performing thousands of tasks and operating like a human brain—he noted that companies such as Google, DeepMind, and Microsoft are already working on this technology.
Musk also warned that advanced robotics will cause significant job disruption, as “robots will be able to do everything better than us.”
He did not outline a specific regulatory agency, only that authorities should pause until companies demonstrate safety. Musk has compared AI research to “summoning the demon,” implying a desire to halt the development of general intelligence altogether.
